Chapter 1 of the Numbers Book describes the Census of Men of Israel who were able to fight in war. The purpose of this census was to determine how many men were in each tribe that were in a military age and therefore would be eligible to fight for the nation of Israel. This verse is similar to numbers 1, as it also talks about a census of men in Israel who are able to fight in war.
Exodus 30:12 - "When you make the sum of the children of Israel according to their number, each one will give the Lord the rescue of his soul, when he tells them; so that there is no plague between them when they tell them."
