Ezra, 4

23. When the copy of this letter of King Artaxerxes was read before Rehum, the governor, Shimshai, the secretary, and their colleagues, they went hurriedly to Jerusalem and they used force and violence to make the Jews suspend their work.

Ezra 4 narrates the opposition of the enemies of Judah and Benjamin to the Jewish people who was rebuilding the temple in Jerusalem. They tried to stop construction through bribery and strength. Isaiah 41:11: "Behold, ashamed and confused will be all those who have been outraged against you; they will become nothing; and those who contain with you will perish." This verse speaks of the shame and confusion that will come upon those who oppose God and His people.
