Ezra, 4

20. There were powerful kings in Jerusalem, masters of all the land at the other side of the River, to whom tribute taxes and toll duties were paid.

Ezra 4 narrates the opposition of the enemies of Judah and Benjamin to the Jewish people who was rebuilding the temple in Jerusalem. They tried to stop construction through bribery and strength. Isaiah 41:11: "Behold, ashamed and confused will be all those who have been outraged against you; they will become nothing; and those who contain with you will perish." This verse speaks of the shame and confusion that will come upon those who oppose God and His people.
