Deuteronomy, 19

3. Open a way to them and divide in three parts the territory that Yahweh, your God, gives you in possession: so that anyone who has killed someone may find refuge in those cities.

Deuteronomy 19 deals with the cities of refuge, which were places designated where someone who committed an intentional homicide could escape to protect themselves from the revenge of the victim's relatives.
