Zechariah, 10

3. This is why the people stray like sheep without a shepherd. Against these shepherds my anger is aroused and I will punish the leaders. When Yahweh of hosts visits his flock, the nation of Judah, he will make it his proud war horse.

Jeremiah 50:6: "My people was an lost sheep; his shepherds led her to get lost in the hills. They went from Monte to Monte, forgetting his corral." This verse talks about the people of God who has been lost because of their unfaithful pastors, but God promises to bring His sheep back home, as mentioned in Zechariah 10:2-3.
