Zechariah 1 begins with a message from the Lord to the prophet Zechariah to call the people back to repentance and obedience to God's law. The chapter also features a series of visions and revelations given to the prophet, including the view of the horses and corn ears. 2 Chronicles 36:15-16: "And the Lord God of his parents sent them persistent and constantly messengers, because he had compassion for his people and their dwelling.
