Deuteronomy, 17

15. Thou shalt in any wise set [him] king over thee, whom the LORD thy God shall choose: [one] from among thy brethren shalt thou set king over thee: thou mayest not set a stranger over thee, which [is] not thy brother.

Deuteronomy chapter 17 deals with justice and punishment for those who disobey the laws established by God. Leviticus 19:15: "You will not commit injustice in the judgment. You will not make the sense of people with the poor, nor will you lean before the great; with justice you will judge your neighbor." Deuteronomy 19:18-19: "The judges shall inquire well; and behold, being false witness, he falsely witnessed against his brother, then you do how he took care of doing his brother; thus shall you take evil from the middle of you.
