Leviticus, 16

21. And placing both hands upon its head, let him confess all the iniquities of the sons of Israel, and all of their offenses and sins. And calling these down upon its head, he shall send it away, by means of a man prepared to do so, into the desert.

Leviticus chapter 16 deals with the atonement day ceremony, in which the high priest made a series of offerings and purifications to atone for the sins of the people of Israel. The selected verses are:

Exodus 30:10: "And once a year, Aaron will do atonement on the ends of the altar; with the blood of the sin of atonement sin, he will do atonement over him once a year for all your generations.
