Ezra, 4

19. And I commanded, and search hath been made, and it is found that this city of old time hath made insurrection against kings, and [that] rebellion and sedition have been made therein.

Ezra 4 narrates the opposition of the enemies of Judah and Benjamin to the Jewish people who was rebuilding the temple in Jerusalem. They tried to stop construction through bribery and strength. The chapter ends with the interruption of the construction of the temple by order of the Persian king, and the city of Jerusalem is in ruins for many years. Isaiah 41:11: "Behold, ashamed and confused will be all those who have been outraged against you; they will become nothing; and those who contain with you will perish." This verse speaks of the shame and confusion that will come upon those who oppose God and His people.
