Micah, 3

8. Nevertheless, truly I have been filled with the strength of the Spirit of the Lord, with judgment and virtue, in order to announce to Jacob his wickedness and to Israel his sin.

Jeremiah 23:1-2: "Woe to the shepherds who destroy and disperse the sheep of my pasture! - Says the Lord. " This verse condemns leaders who neglect their responsibilities and cause damage to the people, which is similar to the accusation presented against leaders in Micah 3.
