Isaiah, 46

10. From the beginning, I announce the last things, and from the start, the things that have not yet been done, saying: My plan will stand firm, and my entire will shall be done.

Hebrews 13:8: "Jesus Christ is the same yesterday, and today, and eternally." This verse talks about the immutability of Jesus Christ, which is the same theme as Isaiah 46, where God emphasizes that He is the same since the beginning of time and will always fulfill His promises.
