Ezra, 4

17. [Then] sent the king an answer unto Rehum the chancellor, and [to] Shimshai the scribe, and [to] the rest of their companions that dwell in Samaria, and [unto] the rest beyond the river, Peace, and at such a time.

Ezra 4 narrates the opposition of the enemies of Judah and Benjamin to the Jewish people who was rebuilding the temple in Jerusalem. They tried to stop construction through bribery and strength. Isaiah 41:11: "Behold, ashamed and confused will be all those who have been outraged against you; they will become nothing; and those who contain with you will perish."
