Ezekiel, 22

31. And I poured out my indignation upon them, in the fire of my wrath I consumed them: I have rendered their way upon their own head, saith the Lord God.

Proverbs 21:15: "To do justice is joy to the righteous, but astonishment for those who practice iniquity." This verse suggests that those who practice justice find joy in this, while those who practice iniquity are surprised by justice.
