Numbers, 19

9. Finally, a man who is clean shall gather up the ashes of the heifer and deposit them in a clean place outside the camp. There they are to be kept for preparing lustral water for the Israelite community. The heifer is a sin offering.

Numbers 19 talks about the ordinance of the red cow, a ritual of purification for those who touched a corpse or were in contact with a dead person. The red cow, which should be completely red and without defect, was sacrificed outside the camp and its ashes were used to prepare the water of purification. Those who were unclean needed to be aspergated with the water of purification on the third and seventh day so that they could be considered clean again.
