Revelation, 18

2. At the top of his voice he shouted, 'Babylon has fallen, Babylon the Great has fallen, and has become the haunt of devils and a lodging for every foul spirit and dirty, loathsome bird.

Jeremiah 51:7: "Babylon was a golden chalice in the hands of the Lord, who drunk the whole earth. The nations drank from the wine of his wrath; so they are now crazy." This verse describes how Babylon was used by God to punish other nations, but now it will be punished itself.
