Numbers, 11

16. Yahweh said to Moses, 'Collect me seventy of the elders of Israel, men you know to be the people's elders and scribes. Bring them to the Tent of Meeting, and let them stand beside you there.

Chapter 11 of numbers submits the complaint of the people of Israel in the desert, who tired of eating manna and want to have meat to eat. Moses complains to God about the weight of leading the people and asks for help to rule. God then sends a wind that brings quails to the camp and allows seventy elders to help Moses govern.
