Deuteronomy, 19

10. In that way, innocent blood shall not be shed in the midst of the land which Yahweh, your God, gives you as your inheritance, and you will not be guilty of such shedding of blood.

Deuteronomy 19 deals with the cities of refuge, which were places designated where someone who committed an intentional homicide could escape to protect themselves from the revenge of the victim's relatives.
