Daniel, 2

21. And he alters the times and the ages. He takes away kingdoms and he establishes them. He gives wisdom to those who are wise and teaching skills to those who understand.

Daniel's chapter 2 presents King Nebuchadnezzar's dream and the interpretation given by Daniel, which reveals to him not only the meaning of the dream, but also details about the future of the kingdoms that would succeed the Babylonian Empire.
