Ezra, 6

6. Now therefore Thathanai, governor of the country beyond the river, Stharbuzanai, and your counsellors the Apharsachites, who are beyond the river, depart far from them,

Chapter 6 of Ezra begins with King Darius confirming the decree of Ciro for the reconstruction of the temple in Jerusalem and ordering to be completed. Judah's enemies try to prevent construction again, but this time Governor Tatenai consults King Darius and receives order to allow the work to continue. Proverbs 21:1: "The king's heart is like a watery of waters in the hand of the Lord; he leans him wherever he wants." This verse talks about how God has control over the hearts of kings and can include them according to their will.
