Nehemiah, 9

37. And the fruits thereof grow up for the kings, whom thou hast set over us for our sins, and they have dominion over our bodies, and over our beasts, according to their will, and we are in great tribulation.

Nehemiah 9 is a chapter in which the Levites say a prayer of confession for the sins of Israel and reaffirm the covenant with God. The verses related to the topics addressed in this chapter are:

Deuteronomy 32:3-4: "For I will appeal to the name of the Lord; Give glory to our God. He is the rock, whose work is perfect, because all his righteous ways are. God is faithful, who has no iniquity; straight is him. " In this verse, Moses exalts God's faithfulness and righteousness, themes that are reinforced in the prayer of the Levites in Nehemiah 9.
