Numbers, 19

10. And when he who had carried the ashes of the cow will have washed his garments, he shall be unclean until evening. The sons of Israel, and the newcomers who live among them, shall have this as a holy and perpetual right.

Numbers 19 talks about the ordinance of the red cow, a ritual of purification for those who touched a corpse or were in contact with a dead person. The red cow, which should be completely red and without defect, was sacrificed outside the camp and its ashes were used to prepare the water of purification.
