Isaiah, 36

2. And the king of Assyria sent the Rab'shakeh from Lachish to King Hezeki'ah at Jerusalem, with a great army. And he stood by the conduit of the upper pool on the highway to the Fuller's Field.

Isaiah 36 narrates the story of Senaqueribe, king of Assyria, who sent his commander to intimidate and threaten the people of Judah, including King Hezekiah, in order to conquer Jerusalem.
