1 Kings, 16

24. And he bought the mount of Samaria from Shemer for two talents of silver. And he built upon it, and he called the name of the city that he had built, Samaria, after the name of Shemer, the owner of the mount.

This can be applied to the context of 1 Kings 16, in which the kings of Israel and Judah were unable to protect their kingdoms from destruction due to their sins.

Psalm 89:30-32: "If your children abandon my law and not follow my ordinances, if they violate my decrees and not keep my commandments, then I will punish their sins and whipping their iniquity with rod."
