Hebrews, 10

1. For the law contains the shadow of future good things, not the very image of these things. So, by the very same sacrifices which they offer ceaselessly each year, they can never cause these to approach perfection.

Jeremiah 31:33: "But this is the pact that I will make with the house of Israel after those days, says the Lord, I shall put my law within, and I will write it into His heart; and I will be your God and they will be my people. " This verse highlights God's promise to write his law in the heart of humanity, which is only possible through the sacrifice of Jesus.
