Genesis, 11

9. And for this reason, its name was called ‘Babel,’ because in that place the language of the whole earth became confused. And from then on, the Lord scattered them across the face of every region.

Genesis 11 presents the history of the Tower of Babel, where Noah's descendants, still united in one tongue, decide to build a tower that came to heaven. Psalm 2:4 - "He who is sitting in heaven laughs; the Lord mocks from them." This verse shows God's sovereignty over men, who often try to challenge their authority and wisdom, as in the case of the Tower of Babel.
