Deuteronomy, 17

15. you shall appoint him whom the Lord your God will choose from among the number of your brothers. You cannot make a man of another people king, one who is not your brother.

Deuteronomy chapter 17 deals with justice and punishment for those who disobey the laws established by God. Deuteronomy 19:18-19: "The judges shall inquire well; and behold, being false witness, he falsely witnessed against his brother, then you do how he took care of doing his brother; thus shall you take evil from the middle of you.
