Deuteronomy, 19

12. The ancients of his city shall send, and take him out of the place of refuge, and shall deliver him into the hand of the kinsman of him whose blood was shed, and he shall die.

Deuteronomy 19 deals with the cities of refuge, which were places designated where someone who committed an intentional homicide could escape to protect themselves from the revenge of the victim's relatives. Matthew 5:21-22: "You have heard that it has been said to the ancients, Thou shalt not kill; but whatever killing will be defendant of judgment.
