Deuteronomy, 21

5. And the priests the sons of Levi shall come near; for them the LORD thy God hath chosen to minister unto him, and to bless in the name of the LORD; and by their word shall every controversy and every stroke be [tried]:

Deuteronomy 21 deals with legal and social issues related to crimes, death, marriage and inheritance. Leviticus 24:17-18: "He who kills any man will surely be killed. And he who kills an animal shall restore; but he who kills a man will be killed." Proverbs 13:24: "What makes no use of the stick hates his son, but what he loves, disciplines him early on."
